Full Journal pdf2015-03-23 House Journal Page 0560 HCR 5 The following, which was held from the March 20, 2015, calendar (page 535), was before the House: CS FOR HOUSE CONCURRENT RESOLUTION NO. 5(EDA) Declaring 2015, 2016, and 2017 to be the Years of the Arctic; encouraging the state and its partners to join with the Institute of the North in encouraging the state to promote its Arctic policy during the Years of the Arctic and to take action to address the strategic recommendations in the Arctic Policy and Implementation Plan of the Alaska Arctic Policy Commission. Amendment No. 1 was offered by Representative Herron: Page 1, line 4 (title amendment): Delete "Arctic Policy and" Page 2, line 4: Delete "draft Arctic Policy and" Page 2, line 22: Delete "Arctic Policy and" 2015-03-23 House Journal Page 0561 Representative Herron moved and asked unanimous consent that Amendment No. 1 be adopted. There being no objection, it was so ordered, and the new title follows: CS FOR HOUSE CONCURRENT RESOLUTION NO. 5 (EDA) am Declaring 2015, 2016, and 2017 to be the Years of the Arctic; encouraging the state and its partners to join with the Institute of the North in encouraging the state to promote its Arctic policy during the Years of the Arctic and to take action to address the strategic recommendations in the Implementation Plan of the Alaska Arctic Policy Commission. Amendment No. 2 was offered by Representatives Gattis, Wilson, Herron, Millett, Hughes, Tilton, Reinbold, and Keller: Page 2, line 13, following "period;": Insert "and WHEREAS nothing in this resolution supports, endorses, or opposes the reestablishment of the Alaska coastal zone management program that expired in 2011 and was rejected by the state voters in 2012; and WHEREAS nothing in this resolution supports, endorses, or opposes the United Nations Convention on the Law of the Sea;" Representative Gattis moved and asked unanimous consent that Amendment No. 2 be adopted. There was objection. The question being: "Shall Amendment No. 2 be adopted?" The roll was taken with the following result: CSHCR 5(EDA) am Second Reading Amendment No. 2 YEAS: 28 NAYS: 10 EXCUSED: 2 ABSENT: 0 2015-03-23 House Journal Page 0562 Yeas: Chenault, Claman, Colver, Foster, Gara, Gattis, Gruenberg, Guttenberg, Hawker, Herron, Hughes, Johnson, Keller, LeDoux, Millett, Neuman, Olson, Pruitt, Reinbold, Saddler, Seaton, Stutes, Talerico, Thompson, Tilton, Vazquez, Wilson, Wool Nays: Drummond, Edgmon, Josephson, Kawasaki, Kito, Kreiss-Tomkins, Munoz, Nageak, Tarr, Tuck Excused: Lynn, Ortiz Munoz changed from "Yea" to "Nay". And so, Amendment No. 2 was adopted. The question being: "Shall CSHCR 5(EDA) am pass the House?"
